Why do rural schools score higher than private?

Rural school buses cover much longer routes on country roads that take longer to plough. Private schools often serve a smaller commuter radius and tend to follow public-school cancellations rather than calling their own. We weight scores accordingly.

Does it work outside the United States?

The thresholds are calibrated for American school districts in cold-climate states. It can still be a fun guide for Canada, the UK, or Northern Europe. School cancellation policies vary widely so the absolute number is approximate.

Can I use this for college closures?

Colleges close less often than K-12 schools because they expect students and faculty to live nearby. The number you see will be optimistic for college closures.
